Mayoral Priorities and Performance from a Gender Perspective in Nepal explores whether gender impacts the priorities and performance of the Mayors and chairpersons in Nepal. Using a mixed-method research approach, the study compares the priorities and performance of female and male mayors. The first section examines the priorities identified by local level leadership through interviews, municipal plans and policies, and budget, and how these align with the development needs identified by voters. The analysis highlights commonalities and differences in the priorities of female and male mayors while noting that actual budget allocations were broadly similar across genders. The second section measures performance using scores from 53 indicators combined with voter’s rating to calculate a final performance score. The third section assesses how peers and voters perceive the performance and leadership styles of the mayors and chairpersons. A key conclusion of the book is that gender does not significantly affect the performance of mayors/chairpersons. One notable finding is that female mayors serving a second term secured higher performance scores than those with no prior governance experience. The authors argue that these findings are encouraging for the future of female leadership, particularly given the high number of women serving as deputy mayors and vice-chairpersons.
